Offset 00 - I believe this to be a reference number to the country - I wouldn't change this value

Offset 01 - NEED HELP

Offset 02 - Status - Possible Values   =  00 - This is when they don't fund you at all
                                                       01 - Slight funding, they're not happy with you
                                                       02 - light funding, they're not unhappy but not happy either
                                                       03 - They're pleased with how you're doing.

Offset 03 to 11 - NEED HELP

Offset 12 & 13 - Funding/$k (low bit then high bit respectively) - Possible values = no more than FF 7F (which translates to 7F FF), going beyond that makes it negative.

Offset 14 to 1B - NEED HELP

Offset 1C & 1D - Change/$k (low bit then high bit respectively) - Possible values = no more than FF 7F (which translates to 7F FF), going beyond that makes it negative.

1E to 23 - NEED HELP
